Revamped plans to turn a town centre office block into a Newcastle purpose-built student accommodation (PBSA) scheme have been approved.

Developer WUKPG plans to develop a former NHS office into purpose-built student accommodation (PBSA) have been approved. The Newcastle PBSA scheme will replace a dilapidated office block, with much-needed student housing.

The six-storey building was last used as an NHS clinic and office. It has now stood vacant for a number of years. Previous plans to bring it back into use as a PBSA were blocked by Newcastle Borough Council in 2022. However, the new scheme, which features side extensions, but no increase in height, has been recommended for approval by officers.

The scale and massing of the modified building will be very similar to the existing structures. The planning department believes the scheme would have a ‘neutral impact’ on the town centre landscape.

Delivering 126 studio flats, the scheme will boast communal rooms and a gym. It will be ready to accept students for the 2027 academic year.

WUKPG will use the latest property technology, Utopy for managing operating costs. The developer will use JT Ellis for premium furniture, fixtures and equipment.

“The site provides a highly sustainable location for residential development. It is not considered that there would be any harm to the setting of the nearby listed St Giles’ Church or the character and appearance of the Conservation Area.

“The development would provide acceptable living conditions for its occupiers and given its highly sustainable location, it is not considered that the lack of parking within the proposal would have any significant adverse impact on highway safety so as to justify a refusal on such grounds.”

Keele University supported the application, which it says will support its ‘significant growth plans’. The university expects the total student population to increase by around 4,000 by 2027/28. Accommodation on the campus is being prioritised for first-year undergraduates.

In other PBSA news in the same area, ethical property developer in the Northwest – Integritas Property Group (IPG) – announced its partnership with Homes for Students for its latest development, Deakin’s Yard in Newcastle-Under-Lyme.
