
Applicant ASKKD Limited’s plans to build a PBSA scheme in Leicester have been approved on appeal. Wilson Architects’ plans propose to deliver modern student accommodation with sufficient windows to serve all studio bedrooms.
The scheme, to build 50 student flats on the site of a former antiques store, had been blocked by Leicester City Council’s planning department in February, but has now been approved.
The Leicester Antiques Warehouse closed in 2019. ASKKD Limited aim to replace the store with two blocks of flats, a four-storey building with 29 flats, and a three-storey block behind that with the remaining 21 flats.
Council planning officers objected the application on the grounds that the four-storey building would appear bulky and would dominate the Welford Road street scene. Additionally, there were concerns related to bin storage and collection, which have now been remedied.
Safety concerns were also raised by the council about an alley running down the side of the front building, which was not shown as being gated in the original plan.
It was feared it would allow members of the public to access the communal garden area of the development, creating a security risk for both the residents of this scheme and thise in neighbouring properties. The updated proposals now include a secure entrance to the alleyway to alleviate any concerns.
A spokesperson for development consultancy firm Marrons, which led the appeal on behalf of ASKKD Limited, said they were delighted with the win.
“While we are disappointed this has taken so long, we are delighted to have achieved a successful appeal.
“The existing warehouse has been disused since 2019, making this an excellent example of brownfield development, working towards the PBSA deficit in the city.”
